Welcome to the SIEF Newsletter

My first few months as the new SIEF Manager have been a very busy time for the Science and Industry Endowment Fund (SIEF). 

 

In March we were impressed by the number of Expressions of Interest received for Round 3 Research Projects.  We are nearing the end of the Round 3 selection process and look forward to announcing the approved projects for funding in the near future.

 

Information about the SIEF Scholarship and Fellowship programs for 2012 has now been released. In August, a celebration of the SIEF’s role in promoting excellence in science through its support of science education and research will be held at Parliament House, Canberra. At this event, we will present the inaugural 2011 John Stocker Scholars and Fellows.

 

I would like to take this opportunity to acknowledge the extensive contribution of Michael Edwards during his extended tenure as the Acting SIEF Manager. Michael provided strong guidance to the Trustee as the rejuvenated portfolio of SIEF activities was developed. The underlying foundations of the rejuvenated fund have been established and is now my task, as full time dedicated SIEF Manager, to further develop the current portfolio of activities and develop some new and exciting initiatives such an Undergraduate Scholarship Program, which will commence in 2012 (further details to follow shortly).

Research Grants Update

Round 3

Submissions for Round 3 Proposals closed in March 2011 with 146 Expressions of Interest received.  Seven proposals were invited to submit full stage two proposals, following which an assessment process was conducted by the SIEF Expert Panel, including interviews with representatives from all the proposals. After consideration of the Expert Panel’s report, the Advisory Council provided its recommendations to the Trustee in relation to the proposals on 17 June 2011.  The projects which have been provisionally granted funding by the Trustee, subject to fulfilment of conditions, will be published on the SIEF website in due course. 

Round 4

After consideration of current funding and after advice from the Advisory Council, the Trustee’s current  intention is to conduct a Round 4 Research Projects process in 2012. It is anticipated that details around the timelines, process and any additional selection criteria will be released in 2012.

Promotion of Science

The Science and Industry Endowment Fund (SIEF) is currently funding the following Promotion of Science programs: the John Stocker Postgraduate Scholarships and Postdoctoral Fellowships, and the John O’Sullivan Postgraduate Scholarships.

John Stocker Postdoctoral Fellowships and Postgraduate Scholarships

In keeping with CSIRO’s wishes relating to the CSIRO Gift, the SIEF Trustee has made available funds for Postdoctoral Fellowship and Postgraduate Scholarship programs. These postdoctoral fellowships and postgraduate scholarships are named after Dr John Stocker. As a former Chairman of the Board of CSIRO, Dr Stocker was instrumental in the making of the gifts which have rejuvenated the SIEF since 2009. As former Chief Executive of CSIRO, he provided strong support for the development of the WLAN technology which ultimately delivered the resources for CSIRO to make these gifts to the SIEF.

To reflect the fact that the gift to the SIEF from CSIRO was made possible through licensing of CSIRO’s Wireless LAN intellectual property, a proportion of the John Stocker Postdoctoral Fellowships and John Stocker Postgraduate Scholarships are awarded to qualified persons engaged in research in the fields of information and communication technology (ICT), mathematics and engineering.

The John Stocker Postgraduate Scholarships and Postdoctoral Fellowships were launched in 2010, and the first Scholarships and Fellowships were awarded in relation to the 2011 academic year.

John O’Sullivan Postgraduate Scholarships

The 2012 SIEF Scholarships and Fellowships program will includes two Postgraduate Scholarships resulting from the generous donation made by Dr John O’Sullivan, who led a multidisciplinary CSIRO team that developed and patented the technology at the heart of most modern high speed wireless communications systems. It is the Trustee’s current intention that the John O’Sullivan Postgraduate Scholarships will be awarded for research in the area of the utilisation of scarce radio spectra.

Research Infrastructure

The Trustee’s investments in Research Infrastructure will be directed by the Research Infrastructure Key principles and Funding Guidelines.  These Guidelines were developed by the SIEF Advisory Council in consultation with the Trustee. Section 3 outlines the key principles the Trustee will rely on when determining SIEF Research Infrastructure investment opportunities. Section 5 indicates the precincts that have been identified as key targets for SIEF Research Infrastructure investment opportunity.

It is the Trustee’s intention to proactively engage with key stakeholders to collaboratively identify the Research Infrastructure investment opportunities in the identified precincts. Hence, the Trustee does not intend to manage open rounds of submissions for Research Infrastructure investment and consideration of specific investment proposals will be by invitation only.

As the overarching strategy for each precinct is developed, relevant information will be made available, allowing input and discussion from across the National Innovation System. I encourage you to make contact with the relevant individuals within your organisation that may be involved in discussions with SIEF and other key stakeholders in relation to the identified precincts. I also encourage you to regularly check the SIEF website as our programs are subject to ongoing development.
